Everyday Governance At A Crossroads: Exploring School Behavior Systems As Civic Curriculum In Elementary Classrooms

In this paper, we examine behavior management systems as an implicit civic curriculum in elementary classrooms. Using Foucauldian analysis of qualitative data from four classrooms, we explore how everyday governance practices frame citizenship as compliance and self‑regulation, while also revealing local countercurrents of resistance and relational civic possibility.
